Rania Asbahan has 17 years of experience in transportation design and program management. Rania oversees program management services for roadway, traffic and bridge replacement/reconstruction projects as part of CDR Maguire’s federal program management contracts with the Allegheny County Department of Public Works and the City of Pittsburgh Department of Mobility & Infrastructure.  This work encompasses design reviews for standard PennDOT design submissions (TS&L, Design Field View, Safety Review), as well as traffic control, signalization, E&S, right-of-way plans, and utility/PUC coordination, and multiple contract and funding oversight. Rania also oversees the grant monitoring and grant compliance services for the Redevelopment Capital Assistance Program (RACP) administered by the Pennsylvania Office of the Budget.

Prior to joining CDR Maguire Engineering, Rania was a geotechnical specialist with 9 years of diverse experience in the design and management of various geotechnical projects. She was also involved in the construction monitoring of projects whereby she provided technical backup for on-going site activities, review of technical submissions, and approval of materials. She assumed the responsibilities of manager for several geotechnical and structural projects.

She is licensed as a Professional Engineer in Massachusetts, Pennsylvania and Georgia and is also a licensed Project Management Professional.  Rania holds a BE and ME in Civil and Environmental Engineering from the American University of Beirut and a PhD in Civil Engineering from the University of Pittsburgh.
