Acquisition is a Key Catalyst to Continued Growth in Pennsylvania Market
WARRENDALE, PA, August 2, 2022 — CDR Maguire, Inc. announced today that it has acquired McTish, Kunkel and Associates, an engineering, environmental, survey, and construction inspection services firm based out of Allentown, PA providing services to clients in Pennsylvania, Ohio, and West Virginia.
The acquisition of McTish, Kunkel and Associates is a key catalyst to the continued growth of CDR Maguire Engineering in the Pennsylvania market and ensures a great opportunity to bring collective expertise to our PENNDOT, Pennsylvania Turnpike Commission, and authority, municipal, and private clients—expanding our engineering capabilities while delivering the newest innovations, approaches, and technologies in design and construction.

David J. McTish, P.G., President and owner of McTish, will join CDR Maguire Engineering as an Executive Vice President, leading the integration of Construction Management and Inspection Services across the firm and then transitioning into a Senior Advisor role. Matthew Macey, P.E., COO of CDR Maguire Engineering, will lead the integration of all Design Services across the firm. Stephen Shadle, P.E., Vice President of CDR Maguire Engineering, will lead the integration of Project and Program Management Services. Cessna added, “All employees will be retained, and we look forward to continuing to provide top-notch services to our clients through the employees they are accustomed to working with. Our collective efforts will ensure a seamless transition for our clients.”
Combining CDR Maguire Engineering’s strong presence in Western Pennsylvania with McTish, Kunkel and Associates’ strong presence in Northcentral and Eastern, PA will accelerate our Pennsylvania growth strategy while creating new opportunities for all employees. “As we considered this acquisition, there was clear alignment in both client service and a ‘big project’ focus. While we also serve our clients’ small project needs, both firms are strategic about winning and delivering big projects—these projects provide the greatest challenges to our employees and help to attract and retain top talent,” adds Cessna.
The big project focus is evident with both firms’ current work and recent wins; CDR Maguire Engineering is completing design on the I-76 Beaver River Bridge and Interchange project for the Pennsylvania Turnpike Commission and is providing construction management services for their $780M Southern Beltway Project. Additionally, work will soon begin on the Pittsburgh Regional Transit’s Bus Rapid Transit project and is underway on PENNDOT District 12’s SR 981 Laurel Valley Transportation Improvement
Project Phase 1– where CDR Maguire Engineering is providing a full range of construction management and inspection services on both projects. Similarly, McTish, Kunkel and Associates is providing construction inspection services for PENNDOT District 3’s $900M Central Susquehanna Valley Transportation (CSVT) Project, and recently began design work for PENNDOT District 4’s Ft. Jenkins Bridge and Wayne Co. Bridge Group, and PENNDOT District 5’s I-80 Bartonsville Reconstruction Project.
McTish, Kunkel and Associates was formed in 1976, initially offering solutions to many private and municipal clients before acquiring full-service transportation (roadway, bridge, airport, and rail) design and construction projects, which is where MKA experience originated.
